New Bipartisan Push: Felony Charges for Looting During Natural Disasters

A bipartisan bill, currently under consideration in the House, seeks to make looting during natural disasters a felony. This news arrives at the onset of hurricane season, traditionally running from June 1 through November 30.

The proposed legislation, known as the Law on Offender Transgressions during Emergencies and Recovery, or the LOOTER Act, was introduced by Representative Jimmy Panetta, a Democrat from California. Should the bill pass, petty larceny committed during a natural disaster would be punishable by up to a year in prison. In more severe cases, grand larceny could carry a sentence of up to five years.

Representative Panetta, drawing on his experience as a former prosecutor, stated that “looting during emergencies only deepens the suffering of disaster victims,” and that the LOOTER Act would ensure that those who exploit communities in times of crisis face serious repercussions under federal law.
