U.S. Accuses Hamas of Targeting Aid Workers With Bounty Payments

Reports from the Middle East indicate a troubling development in the ongoing humanitarian crisis in Gaza. According to a State Department cable obtained by The Washington Free Beacon, Hamas has formally placed bounties on American aid workers associated with the Gaza Humanitarian Foundation, or GHF.

The cable, reportedly sent from the U.S. embassy in Jerusalem on June 30, reveals that these Hamas-ordered bounties have targeted both U.S. and Palestinian aid workers with GHF. The GHF, a joint U.S.-Israeli initiative founded in February, was established to replace the United Nations Relief and Works Agency for Palestine Refugees in the Near East.

Hamas has allegedly demanded, as a condition for any ceasefire, that the United States end all humanitarian operations in the Gaza Strip. This development follows earlier reports of an attack on a food distribution point in Khan Younis, where two American workers were wounded.

We should note that the GHF has delivered nearly 65 million meals since its inception earlier this year. The organization employs U.S. security contractors, described in the cable as decorated veterans, to protect distribution sites.

This situation raises important questions about the future of aid distribution in the Gaza Strip. The Jerusalem Post reports that negotiations over a ceasefire between Israel and Hamas have been complicated by disagreements over aid distribution methods.

A senior U.S. official, speaking on condition of anonymity, stated that Hamas’s demand to end GHF operations will not be met, emphasizing the foundation’s effectiveness in delivering aid. Conversely, Hamas and some U.N. agencies have criticized the GHF’s approach, preferring a return to previous distribution methods.

This is a complex situation with no easy resolution. As negotiations continue, the safety of aid workers and the efficient delivery of humanitarian assistance remain critical concerns.
