Treasury Secretary Scott Bessent announced Monday that he has ordered a federal investigation into explosive allegations that Minnesota taxpayer dollars were diverted to the terrorist organization Al-Shabaab during the Biden administration and under Governor Tim Walz’s watch. This is precisely the kind of government incompetence that puts American lives at risk.
“At my direction, investigating allegations that under the feckless mismanagement of the Biden Administration and Governor Tim Walz, hardworking Minnesotans’ tax dollars may have been diverted to the terrorist organization Al-Shabaab,” Bessent wrote on social media. “We are acting fast to ensure Americans’ taxes are not funding acts of global terror.”
Let us be clear about what we are discussing here: American tax dollars potentially funding an Al-Qaeda-linked terrorist organization that has killed Americans and destabilizes an entire region of Africa. This is not a minor administrative oversight. This is a catastrophic failure of government oversight that demands immediate accountability.
The allegations stem from a comprehensive investigation published last month by Ryan Thorpe and Christopher F. Rufo of the Manhattan Institute. Their report uncovered an extensive fraud network involving Minnesota’s Medicaid Housing Stabilization Services program, Feeding Our Future, and other state-funded organizations. The findings are damning.
According to the investigation, members of Minnesota’s Somali community perpetrated widespread fraud across multiple welfare programs. Federal counterterrorism sources confirmed to the investigators that millions of dollars in stolen funds were transferred back to Somalia, where Al-Shabaab ultimately received the cash.
The question Thorpe and Rufo sought to answer was simple yet critical: where did the money go? The answer should alarm every American taxpayer. The fraud rings utilized money transfer networks from Minnesota to Somalia through a system of money traders known as “hawalas.” These informal banking channels are notoriously difficult to track and have long been exploited by terrorist organizations.
Consider the scale of this operation. In 2023 alone, the Somali diaspora sent $1.7 billion to Somalia, exceeding the Somali government’s entire budget for that year. Approximately 40 percent of Somali households receive remittances from abroad. Within this massive flow of money, law enforcement sources confirmed that millions were siphoned to Al-Shabaab.
Governor Walz’s office stated last week that he would welcome an investigation if connections between Minnesota tax dollars and Al-Shabaab were discovered. That is an inadequate response.
