When Money Talks in a Foreign Accent
Here’s something that should make your blood boil. While everyday Americans are told they can’t donate more than a few thousand dollars to political campaigns without triggering federal scrutiny, foreign billionaires have been quietly pouring billions into our political system through a loophole so obvious it’s almost insulting.
A new report from Americans for Public Trust just exposed what many of us suspected all along. Six foreign entities have funneled more than $2.65 billion into American politics. Not million. Billion, with a B.
The mechanism is brilliantly simple, which is exactly what makes it so infuriating. Foreign nationals can’t donate directly to political campaigns. That’s the law, and it exists for good reason. But they can pump unlimited cash into 501(c)(3) and 501(c)(4) nonprofits, which then advocate for policies, support causes, and push agendas that align perfectly with specific political viewpoints. It’s money laundering dressed up in philanthropic clothing.
The Swiss Connection Nobody’s Talking About
The biggest player in this game is the Oak Foundation, a Switzerland-based outfit established by British billionaire Alan Parker. This single entity has pushed around $753 million into U.S. advocacy groups. Think about that number for a second. Three quarters of a billion dollars from one foreign source.
Where’s this money going? Left-wing environmental groups like Greenpeace, the Environmental Law Institute, and the World Wildlife Fund have all gotten their share. But here’s where it gets really interesting. The Oak Foundation has also positioned itself as a major supporter of China’s Belt and Road Initiative. You know, that infrastructure project that critics say is really just Beijing’s geopolitical chess game disguised as charitable development.
And if you think the Oak Foundation is working alone, think again. They’ve poured tens of millions into the Arabella network, that sprawling web of left-wing advocacy groups that’s become the dark money ATM for progressive causes. We’re talking $67 million to the New Venture Fund, $12 million to the Windward Fund, and $2.8 million to the Hopewell Fund. The left-wing Tides Foundation got their cut too.
Following the Money Gets Complicated Fast
Two other foreign entities, the Copenhagen-based KR Foundation and the Swiss-based Laudes Foundation, have combined to pass $55.6 million to U.S. advocacy groups. The KR Foundation traces back to Villum Kann Rasmussen, a Danish civil engineer who built an empire. These aren’t small-time operators sending lunch money. These are billionaire-backed institutions with the resources to shape American policy from thousands of miles away.
Andrew Cherkasky, a former federal prosecutor, isn’t mincing words. He told reporters there’s “undoubtedly a lot of money behind” various agitators across the country, and if alleged foreign money is involved, there should be an investigation. Should be. As in, hasn’t happened yet.
The House Ways and Means Committee is finally holding a hearing on this mess. It’s titled “Foreign Influence in American Non-profits: Unmasking Threats from Beijing and Beyond,” which sounds appropriately serious. But here’s the question that matters: will anything actually change?
Why This Matters More Than You Think
We’ve spent years watching politicians wring their hands about foreign interference in our elections. Russia bought some Facebook ads in 2016 and the entire country lost its mind. Investigations, hearings, special counsels, the whole circus. And yet here we have documented evidence of billions in foreign money flowing into organizations that exist specifically to influence American policy, and the response has been crickets.
The APT report makes clear that the $2.6 billion they’ve uncovered is likely just the tip of the iceberg. There’s “undoubtedly even more overseas funding sources backing and influencing U.S. advocacy efforts,” they write. That’s not speculation. That’s the admission that what we can see is probably a fraction of what’s really happening.
This isn’t about left or right, though the money in this particular report flows overwhelmingly to progressive causes. It’s about sovereignty. It’s about whether Americans get to decide American policy, or whether foreign billionaires can simply buy the outcomes they prefer.
The genius of the current system is its plausible deniability. These aren’t campaign contributions. They’re grants to nonprofits focused on environmental protection, social justice, and other causes that sound noble in press releases. But when those nonprofits turn around and advocate for policies that align perfectly with one political party’s platform, the distinction becomes meaningless.
What Happens Next
The hearing is a start, but let’s be honest about what usually happens with congressional hearings. People testify, members of Congress make speeches that get clipped for social media, and then everyone goes home. Real change requires closing the loophole that allows this money to flow in the first place.
That means tightening regulations around foreign contributions to 501(c)(3) and 501(c)(4) organizations. It means transparency requirements that force these groups to disclose foreign funding sources. And it means enforcement mechanisms with actual teeth.
The American people deserve to know when foreign money is being used to influence their government. That’s not xenophobia. That’s basic democratic hygiene. We have laws against foreign campaign contributions because we recognized long ago that allowing foreign money into our political system corrupts it. The nonprofit loophole is just another door into the same house.
Six foreign entities, $2.6 billion, and virtually no oversight. That’s the system we’ve got right now. The question is whether we have the political will to fix it, or whether foreign billionaires will continue buying American policy while we pretend not to notice.
