The CIA sent an email to the White House listing federal employees who were hired over the last two years to reduce the federal workforce. Former officials raised security concerns, saying that the move could expose operatives abroad, according to The New York Times.
The list included the first name and first initials of the last names. It identified probationary workers who could be dismissed with greater ease under the White House’s workforce reduction directive.
The majority of those listed were young analysts or operatives hired by the agency to expand its intelligence operations in China, an area that is increasingly important for U.S. spying efforts.
Although agency officials justified the move by claiming it was a necessary step to comply with a presidential executive order signed by Donald Trump, critics claim the information could be used, even if only in a limited format, to identify and target Intelligence officers.
Former agency officers called the disclosure a “counterintelligence disaster,” warning that adversaries might cross-reference this information with publicly available data such as social media or university records to identify CIA staff.
Officials acknowledge that the number of officers listed on this list is significant, but they refuse to reveal it.
In 2024, the CIA’s recruitment efforts were one of its best. It was reminiscent of the hiring booms that followed September 11. William J. Burns was the previous director of the agency. He prioritized the hiring of officers with specific skills to improve its operations in China.
John Ratcliffe is the current director of the CIA. He has emphasized that the agency is focused on China, and oversees broader staff reductions. Former officials are concerned that eliminating recent hires will disproportionately impact those with language and technology expertise.
The White House review of probationary workers is part of an effort to restructure federal employees. In support of this initiative, the CIA offers “deferred resigning,” a policy that allows employees to resign before Sept. 30, while still receiving their pay. This is a similar move to a broader government strategy promoted by Elon Musk’s team, which works on federal efficiency measures.
Ratcliffe argued that CIA employees should be included in the reduction of the workforce, even though national security agencies initially were exempted. The agency has some control over the departure dates to maintain its critical operational capabilities.
A spokeswoman explained that the initiative aims to ensure that the CIA is responsive to national security priorities, while also creating opportunities for new leaders.
