Internal military documents have come to light, revealing significant concerns among U.S. military leadership regarding the deployment of National Guard and Marine troops to American cities, particularly Los Angeles, during recent civil unrest.
These records, disclosed during a court proceeding, indicate that military officials warned of “far-reaching social, political and operational” risks associated with using troops to support law enforcement activities. The documents suggest that commanders were particularly worried about the potential for civilian casualties, damage to the military’s reputation, and the possibility of escalating tensions in already volatile situations.
An Army planning document for an operation in Los Angeles’ MacArthur Park assessed the risk as “extremely high.” Officials noted the potential for protests to spiral into riots, with dangers including “miscommunication and fratricide” as well as accidental harm to civilians, including children. This raises important questions about the preparedness of troops for such sensitive domestic operations.
President Trump’s decision to deploy 4,000 National Guard troops and 700 U.S. Marines to Los Angeles marked a departure from the traditional reluctance to use military forces for domestic law enforcement. This move has been met with objections from local officials and has prompted legal action from California Governor Gavin Newsom.
While governors often deploy National Guard troops under state control for disaster relief, in this case, they were called into federal service by the President. The lawsuit alleges that this deployment violates the Posse Comitatus Act of 1878, which restricts the use of military force in civilian law enforcement.
Experts warn that such deployments could undermine military recruitment and erode public support for the armed forces. Louis Caldera, former Army Secretary under President Clinton, stated, “Trump has broken a lot of norms. His predecessors would not use the military in this way.”
The Trump administration contends that the troops are not enforcing the law but are protecting federal buildings and personnel. Critics, including Governor Newsom’s office, characterize the deployment as “pure political theater” intended to intimidate communities.
