Norway Seeks Resolution After Dispute With Trump Ally Over Investment Shift

Norway’s Prime Minister has reached out to U.S. Senator Lindsey Graham in an attempt to resolve a diplomatic dispute over Norway’s sovereign wealth fund. The controversy centers on the fund’s decision to divest from Caterpillar, an American construction equipment manufacturer.

The Norwegian sovereign wealth fund, valued at approximately $2 trillion, announced on Monday its complete divestment from Caterpillar. This decision was based on ethical concerns related to the company’s supply of bulldozers to Israel, which are reportedly used in the occupied territories of Gaza and the West Bank.

The significance becomes clear when we consider the response from Senator Graham, a close ally of President Donald Trump. Graham has suggested potential retaliatory measures against Norway, including new trade tariffs and visa restrictions for fund managers. The Senator’s statement on social media platform X read, “Your decision to punish Caterpillar, an American company, because Israel uses their product is beyond offensive.”

Norwegian fund holds over $1 trillion in U.S. assets, representing 52% of its total portfolio as of June 30th. These investments span equities, Treasury bonds, and real estate.

The Norwegian government maintains that the divestment decision was made independently by the central bank’s board, which operates the fund, based on recommendations from the Council on Ethics. Prime Minister Jonas Gahr Stoere’s office has emphasized, “This is not a political decision.”
