The state of Texas has taken new steps to regulate THC products, with Governor Greg Abbott issuing an executive order that affects both minors and adults. This development follows months of legislative debate and failed attempts to pass comprehensive legislation on the matter.
The governor’s order prohibits the sale of THC products to minors and bans the combination of THC with alcoholic beverages. Additionally, it mandates stricter testing and labeling requirements for these products. Governor Abbott has characterized this move as establishing “safety for kids, freedom for adults,” though the full implications remain to be seen.

Earlier this year, Governor Abbott vetoed a proposed ban on THC products and subsequently placed the issue on the agenda for two special legislative sessions. However, lawmakers were unable to reach a consensus, leading to this executive action.
Industry representatives have welcomed the prospect of clearer regulations but caution that certainty will only come once state agencies finalize their rules. On the other hand, some state leaders, including Lieutenant Governor Dan Patrick, have advocated for a complete prohibition of THC products, citing concerns over public health.
This executive order allows the governor to move forward on hemp regulation without waiting for further legislative negotiations. However, it falls short of the total ban sought by some officials.
