DHS Arrests Illegal Immigrant Who Tortured Victim and Threw Body From Ninth Floor Window

The Department of Homeland Security arrested a Moldovan illegal immigrant in Los Angeles who was convicted of one of the most brutal murders imaginable: torturing a victim before throwing that person out of a ninth-floor window.

Here are the facts. Victoria Sorocean was taken into custody on November 4 by U.S. Immigration and Customs Enforcement. According to DHS, Sorocean was convicted in 2013 of premeditated murder with exceptional cruelty in her home country of Moldova. The details are horrifying. Sorocean and an accomplice tortured their victim inside an apartment in Chisinau, beating the person with a stick and electrical cable before hurling the victim from a ninth-story window.

She received a 17-year prison sentence. She fled Moldova to avoid serving that sentence.

Now, here is where the story becomes a damning indictment of immigration policy failures. ICE first arrested Sorocean on January 10, 2020, during the Trump administration. She then did what countless illegal immigrants do: she filed multiple legal appeals and asylum claims to delay removal. The system allowed her to game the process. Then, in 2022, under the Biden administration, she was released back into the United States.

Let that sink in. A woman convicted of torturing someone and throwing that person out of a ninth-floor window was released into American communities.

DHS Assistant Secretary Tricia McLaughlin stated the obvious: “It shocks the conscience that the Biden administration released into America a cruel, violent illegal alien who tortured a human being, beat them with an electrical cable and a stick and then threw her victim from a ninth-floor window.”

The Biden administration’s defenders will likely argue that bureaucratic processes were followed, that legal appeals were pending, or that the system is complex. None of that matters to the American families living in neighborhoods where violent criminals like Sorocean were allowed to roam free. The primary responsibility of any government is to protect its citizens. Releasing a convicted torturer and murderer into the country represents a catastrophic failure of that fundamental duty.

According to DHS, seventy percent of all ICE arrests involve illegal aliens charged or convicted of crimes in the United States. This statistic demolishes the narrative that immigration enforcement targets otherwise law-abiding individuals simply seeking better lives. The reality is that ICE focuses its limited resources on removing dangerous criminals who pose genuine threats to public safety.

The Sorocean case exemplifies everything wrong with the previous administration’s immigration policies. Catch and release policies, combined with an asylum system rife with abuse, created a situation where even convicted murderers could exploit legal loopholes to remain in the country. The consequences of these policies are not abstract. They are measured in the potential victims who could have encountered Sorocean during the years she remained free in America.

The current administration has made clear that immigration enforcement will prioritize public safety. Cases like this one demonstrate why such prioritization is not merely reasonable but essential. When the immigration system fails to remove violent criminals, it betrays every American who depends on their government to maintain basic order and security.

Victoria Sorocean is now in custody. The question Americans should ask is how many other cases like hers exist, and how many dangerous individuals remain free because previous policies valued procedural complexity over common sense and public safety.
