Two Men Sentenced to 20 Years Each for Massive Obamacare Fraud Targeting Vulnerable Floridians

Here are the facts: Two licensed insurance professionals just received 20-year prison sentences for orchestrating one of the most egregious Affordable Care Act fraud schemes in recent history, stealing $233 million from taxpayers while targeting Florida’s most vulnerable populations. This case perfectly illustrates everything conservatives have been warning about regarding government healthcare programs and their susceptibility to massive fraud.

Cory Lloyd, 46, of Stuart, Florida, and Steven Strong, 42, of Mansfield, Texas, were convicted of conspiracy and fraud for deliberately exploiting the Affordable Care Act’s enrollment system. Their targets? Homeless individuals, people suffering from mental health disorders and addiction, and hurricane victims who had just lost everything. These were not sophisticated criminals operating in the shadows. These were licensed insurance brokers who understood the system intimately and weaponized that knowledge against the defenseless.

The scheme worked like this: Lloyd and Strong systematically falsified government forms, lied to obtain coverage for individuals who either did not qualify or did not want it, and in some cases bribed potential enrollees to sign up for plans even when doing so would cost them their existing insurance coverage. They fraudulently enrolled an estimated 35,000 individuals in Affordable Care Act plans, seeking more than $233 million in fraudulent payments, including approximately $180 million in federal funding.

Let us be clear about what happened here. These men took advantage of a bloated government program with insufficient oversight to enrich themselves spectacularly. They purchased luxury vehicles, an 80-foot yacht, and an oceanfront home in the Florida Keys with stolen taxpayer money. Meanwhile, the people they claimed to be helping lost their existing coverage or were enrolled in plans they never wanted or needed.

Attorney General Pam Bondi correctly identified this behavior as “evil and unforgivable,” stating that such fraud schemes “rob citizens and shake faith in our institutions.” She is absolutely right. When government programs become this susceptible to fraud, they undermine public trust in the very concept of government assistance.

Assistant Attorney General A. Tysen Duva emphasized that these were “sophisticated, licensed insurance brokers” who “had everything and intentionally took advantage of people who had nothing.” This distinction matters. These were not desperate individuals making poor choices. These were professionals who calculated that they could exploit vulnerable people and a poorly designed government program for personal gain.

The restitution ordered totals $180.6 million, though whether victims will see meaningful recovery remains questionable. Government fraud cases often result in restitution orders that exceed the ability of convicted criminals to pay, leaving victims with little recourse.

This case validates longstanding conservative concerns about the Affordable Care Act’s structural vulnerabilities. When you create massive government programs with complex eligibility requirements and substantial financial incentives, you create opportunities for fraud. The question has never been whether such fraud would occur, but rather how extensive it would become before authorities intervened.

The 20-year sentences represent appropriate accountability for crimes that victimized both taxpayers and the most vulnerable members of society. These men exploited people experiencing homelessness, mental health crises, and the aftermath of natural disasters. They deserve every day of their sentences.

This prosecution demonstrates that fraud enforcement works when prosecutors prioritize it. The question conservatives should ask is how many similar schemes remain undetected and how many billions in taxpayer dollars continue flowing to fraudsters exploiting poorly designed government programs.
