Thom Tillis isn’t playing games anymore. The North Carolina senator just threw down a gauntlet that should make every Republican in Washington sit up and pay attention. He’s threatening to torpedo the entire budget reconciliation package if leadership forces a vote this week, and his reasoning cuts straight to the bone of what’s wrong with how the Senate operates.
Here’s the situation. John Cornyn is fighting for his political survival back in Texas. He’s got a runoff against Ken Paxton scheduled for May 26, and instead of being on the ground shaking hands and making his case to voters, he might get trapped in Washington for a vote-a-rama. You know what that is? It’s Senate speak for a marathon voting session where the minority party gets to offer endless amendments designed to make the majority squirm. Democrats would love nothing more than to force vulnerable Republicans to cast awkward votes on Trump’s ballroom funding and other hot-button issues right before primary day.
Tillis sent an email to his colleagues Monday morning that apparently didn’t mince words. Two sources say he made his position clear in unequivocal terms. The timing is garbage, and he’s not afraid to say it. Republican leadership still plans to push the bill through committee Wednesday and bring it to the floor Thursday, but they’re doing so knowing they might not have the votes.
The political calculus here matters more than most people realize. Tillis watched Bill Cassidy get ousted in Louisiana’s GOP primary, and that loss is still fresh. It’s a warning shot that incumbent senators ignore at their peril. The conservative base isn’t interested in excuses about Senate procedure or legislative necessity when their guy isn’t showing up to campaign events because he’s stuck voting on amendments in DC.
There’s something almost poetic about Tillis making this stand considering he announced less than a year ago that he won’t seek reelection. He’s got nothing to lose personally, which makes him dangerous in the best possible way. He can say what other senators are thinking but won’t voice because they’re worried about their own futures or currying favor with leadership.
The reconciliation bill itself is subject to legitimate criticism beyond just timing concerns. Tillis reportedly sees echoes of the One Big Beautiful Bill in this package, legislation he opposed before. When you’re cramming everything into one massive spending vehicle, you’re bound to create problems. It’s the legislative equivalent of trying to move your entire house in one trip instead of making multiple runs with the truck.
Senate Republicans face an uncomfortable question. Do they prioritize passing legislation according to leadership’s preferred timeline, or do they give their colleagues the breathing room to actually win their elections? Cornyn needs to be in Texas this week. Period. He needs to look voters in the eye and explain why he deserves another term instead of being the guy who was too busy in Washington to show up.
This isn’t about coddling politicians or making their lives easier. It’s about basic strategic sense. What good does it do to pass a budget bill if you lose the Senate majority because your incumbents couldn’t campaign? The Democrats would never make this mistake. They’d move heaven and earth to protect their vulnerable members, even if it meant delaying legislative priorities.
Tillis is doing what more senators should do. He’s calling out the stupidity of forcing votes that serve nobody’s interests except maybe those of the opposition party. Sometimes the strongest move is knowing when not to move at all. Leadership should listen before they find out the hard way that Tillis means exactly what he says.
