Fox News obtained internal data from the Department of Homeland Security of Secretary Alejandro Mayorkas via a subpoena sent to DHS. The data shows that thousands of immigrants illegally have been flooding into more than 45 U.S. Cities under a controversial Biden-era program.
Cuba, Haiti Nicaragua, and Venezuela are the countries that make up “CHNV”, or the migration parole program. The program is open to immigrants from these countries. Under certain conditions (such as having a sponsor or travel approval) the program allows them to fly directly into the U.S.
Approximately 200,000 migrants will enter the U.S. through this program between January 2023 and August 2023. Noteworthy, eighty percent of the 161,562 arrivals landed in Florida in Miami, Ft. Lauderdale Orlando, and Tampa.
Florida is the home of the majority of people of these origins. Most Cuban Americans, for example, already live in Florida. The immigrants may have family in the state or sponsors for the program. It is the same for other nationalities. Most of the Nicaraguan, Venezuelan, and Haitian diaspora in America live in Florida.
The top 15 cities where migrants arrived during the eight months are listed below, along with their population numbers.

In October 2022 the policy was announced and initially, it was only for Venezuelans. The number of Venezuelans who could travel to the U.S. directly from Venezuela had been limited. The eligibility criteria were that the applicant could not have illegally entered the U.S., had a sponsor already living in the U.S., and passed biometric and biographical screening. The program does NOT organize flights. Individuals are responsible for booking and paying for their travel.
The Biden administration extended the program in January 2023 to include Haitians and Nicaraguans. It has a monthly admission capacity of up to 30,000 people. This initiative provides migrants with work permits as well as a two-year residence authorization in the U.S. This announcement was made at the same time as Title 42, which expanded expulsions under Trump’s administration to include these nationalities. According to data from Customs and Border Protection, by the end of February 2024 over 400,000 foreigners will have entered the United States under the parole program.
Homeland Security Committee chair Mark Green (R-TN), argues that this program is beyond the parole powers set up by Congress because DHS authority should only be used “case-by-case for urgent humanitarian purposes or significant public benefits.”

These documents reveal the lengths that Secretary Mayorkas is willing to go to to ensure that inadmissible foreigners reach every corner of the country from Orlando, Atlanta, Las Vegas, and San Francisco.
The CHNV program of Secretary Mayorkas is a sleight-of-hand used to conceal the border crisis. The Immigration and Nationality Act makes it illegal to implement a program allowing otherwise inadmissible foreigners to fly directly into America. This is not done for urgent humanitarian or significant public benefits, as required by the act.
The Committee, following our subpoenas and the House’s impeachment votes — and especially given the Senate’s failure to conduct a trial per its constitutional duty — will not rest till this administration is held accountable for their open-borders policy and its devastating impact on our homeland security.
Florida and 19 other states have sued the Biden Administration to stop its program. They claim that:
This amounts to a new visa program that allows hundreds and thousands of aliens who would otherwise not be able to enter the United States to do so.
The states appealed after a district judge dismissed the lawsuit. The Republican Florida Governor Ron DeSantis’s administration continues to be optimistic, stating that the legal challenges are likely to succeed.

Biden’s program of parole is illegal and an abuse of constitutional power. Florida is suing Biden for the shutdown of his program, and we are confident that we will win.
DHS states that all individuals entering the U.S. through the program are subject to “robust security screening.” DHS reported that, as of October 20, 2023, approximately 1.6 million applicants waited for approval to fly into the U.S. through the parole program.
