U.S. Representative Michael McCaul, a prominent Republican voice on foreign policy, confirmed on Sunday that he will not be seeking re-election next year for his Texas seat.
McCaul, once the head of the House Homeland Security and Foreign Affairs committees, has been a strong proponent of U.S. military support for Israel and Ukraine in their conflict with Russian forces. He has confirmed his commitment to serve the remainder of his term through 2026. As McCaul put it on ABC’s “This Week” program, he is seeking a “new challenge in the same space” of national security and foreign policy, but in a different capacity.

Entering Congress back in 2004, McCaul’s background as a federal prosecutor specializing in national security and counter-terrorism has been instrumental in his advocacy for a potent U.S. response to threats. His tenure in office includes the aftermath of the September 11 terrorist attacks, the subsequent wars involving U.S. troops in the Middle East, and, most recently, a staunch stand in defense of Ukraine against Russian hostility.

McCaul’s support for Ukraine has, at times, created tension with many within his own party. The relationship between the Trump administration and Ukrainian leaders has been anything but smooth, particularly following a contentious meeting at the White House in February between President Donald Trump and Ukrainian President Volodymyr Zelenskiy. However, McCaul remains optimistic, expressing his hope for a “real and lasting peace in Ukraine that ensures Ukraine will be free from further Russian aggression.”
While the Republicans currently hold a slim 219-213 majority in the House, McCaul’s district near the Houston suburbs is not considered at risk in the upcoming 2026 midterm elections. In the last election, McCaul saw victory by nearly 30 percentage points against his Democratic opponent.
The facts underline the significance of this development for the future of U.S. foreign policy and the political landscape of Texas. It remains to be seen what new challenge Representative McCaul will undertake in his commitment to national security and foreign policy.
