Biden’s DHS Handed Her a Green Card Then She Voted Illegally Months Later

Here’s what should alarm every American who believes in the integrity of our electoral system. A Filipino immigrant named Evelyn Miller got her green card approved by Biden’s Department of Homeland Security in July 2024, registered to vote that October, and cast an illegal ballot in November’s presidential election. The timeline alone should make your blood run cold.

Miller, who’s 37 and lived in Emmaus, Pennsylvania, pleaded guilty last week to illegal voting. She didn’t stumble into this by accident or through some bureaucratic confusion. According to her own confession to FBI agents, she deliberately registered to vote online and then showed up in person on Election Day to cast her ballot. That’s intent. That’s willful violation of the law that separates American citizens from legal residents.

The whole sequence reads like a case study in government dysfunction. Biden’s DHS gives her legal permanent residence in July. Three months later, she’s registering to vote. A month after that, she’s at the polls. Where were the safeguards? Where were the checks that should’ve stopped a green card holder from even getting on the voter rolls?

You know what strikes me most about this case? It’s not just that it happened. It’s how easily it happened. Miller walked through a system that’s supposed to protect our elections and found it wide open. She registered online without anyone catching that she wasn’t a citizen. She voted in person without anyone questioning her eligibility. The barriers we’re told exist to prevent this exact scenario might as well have been made of tissue paper.

DHS Secretary Markwayne Mullin hit the right note in his statement about the case. “American elections are for Americans only,” he said. That shouldn’t be a controversial statement, yet here we are having to emphasize it because someone who’d been in the country as a green card holder for mere months felt entitled to participate in choosing our president.

The margins matter too, don’t they? Trump won Pennsylvania by roughly 122,000 votes. One illegal vote seems insignificant against that number until you remember that Miller represents just the ones we caught. How many others registered and voted without detection? The uncomfortable truth is we don’t know, and that uncertainty corrodes confidence in the entire process.

This isn’t about demonizing immigrants. Legal immigration built this country and continues to strengthen it. Miller herself was here legally with her green card. But there’s a line between being a legal resident and being a citizen, and that line exists for profound reasons. Citizenship carries responsibilities and privileges that take time and commitment to earn. Voting is the most sacred of those privileges.

The Biden administration’s lax approach to election integrity created an environment where this kind of violation became predictable. When you signal that borders don’t matter much and citizenship is just paperwork, people respond to those signals. Miller probably thought she was doing nothing wrong, or at least nothing that would be caught or punished.

Thanks to Homeland Security Investigations and the Department of Justice, Miller will face consequences for trying to subvert our democratic process. That’s justice working as it should, even if it’s working in cleanup mode rather than prevention mode. But one successful prosecution doesn’t fix a system that allowed this to happen in the first place.

We need election systems with teeth. Real verification. Actual consequences that deter future violations. Pennsylvania and every other state should be asking hard questions about how their voter registration processes can be gamed this easily by non-citizens. The answers won’t be comfortable, but comfort isn’t the goal. Security is.
